Milk Thistle Extractions

Is bulk milk thistle effective if brewed as tea?  I have read that it needs to be alcohol-extracted to be effective as a medicinal tea, but am not sure if that's just marketing propoganda.

Water extracted Milk Thistle has 20% active ingredient, Alcohol extracts usually contain 80%.  If you make a tea out of the seeds, you will need four times the quanity of seed, and of the tea.
